Appointments for the Civil Service

Today, the Commissioners court appointed the members of the Civil Service Commission.

The Sheriff's Department employees Civil Service Commission is made up of three commissioners.

The Commissioners Court nominates one commissioner, one by the Sheriff, and the District Attorney.

The Commissioners Court appointed:

James McCarley

Sheriff Terry Box has named James McCarley as the chairman of the Civil Service Commission. McCarley spent 23 years in law enforcement, including serving nearly 11 years as the Chief of Police for the City of Plano. Later, he was a former Assistant City Manager-Director of Public Safety for Plano. McCarley has served as the Chairman of ViewPoint Bank, and also as Executive Director of the Dallas Regional Mobility Coalition from 1996 until his retirement in 2007, including the interim Executive Director of the North Texas Tollway Authority.

The Commissioners Court named Pat Gallagher unanimously in a nomination by Cheryl Williams. Gallagher is a Plano city councilman and the former chairman of Plano's Civil Service Commission until 2011. For most of his career, Gallagher has been a business executive. After he retired, he joined the Addison Police Department, where he now serves as police officer/supervisor.

District Attorney Greg Willis named Joy Flavill to the commission. Flavill is an office manager at a doctor's office. Flavill is also Collin County GOP activist and a contributor to Willis's campaign.

The Civil Service Commission will be chaired by Chief McCarley, "and the members will draw lots to determine and serve two year terms on a staggered basis (Two members appointment will expire one year and the other member the following year)."

Wow. Sounds like three excellent choices to me. I do not know Mr. Gallagher but have heard excellent things about him. I have had the pleasure of knowing James all my life. He is one of the most intelligent, kind, honorable, decent men I have ever had the pleasure of knowing.
I also have the pleasure of calling Joy Flavill friend. Bill, you did not do her resume justice in your article. Joy has given time and money to many, many political campaings. She is passionate about Collin County politics and the GOP. She is a licensed counselor. She is a former teacher. She was recently the chairperson of a very successful Lincoln Day Dinner. Joy is unlimited with her intelligence. I learn something each time I am with her.
Again, this commission is well appointed! Thanks to each of the three to agree to serve our county.

Thank you for pointing out Ms. Flavill's experience as a teacher and a councilor. While I do not doubt her intelligence. However, her basic qualification is that she is a Collin County political activist.

I wonder if the District Attorney understands the purpose of a Civil Service Commission. The whole reason of Civil Service reform is to remove politics from the appointment and discipline of government employees. The Commissioners Court, and Sheriff appointed commissioners who were highly qualified as both executives and law enforcement.

While I personally do not know Ms. Flavill -- the record shows neither... only political campaigning and giving contributions to the DA.

Kim, do you not see the conflict of interest with any appointment who gives their time and money to Greg Willis, Matt Shaheen, Keith Self and the Republican Party? If not, then you do not fully understand the function of the civil service commission.

Given that Willis has had numerous employees recently quit, including his number 2 and 3 in command, this 'political' appointment, based on campaign contributions, should be a cause of concern of his overall decision making skills.

County employees are not elected positions. Willis needs to keep his political pandering out of it.

To someone who knows: What are Joy Flavill's qualifications in regards to being on the Civil Service Commission for the Sheriff's Office? I would like to know. The other 2 have obvious qualifications. I'm just wondering out loud.

So, does a degree in Criminal Justice equal 23 years of law enforcement or law enforcemen experience plus experience as a prior police civil service commissioner? How much of a Criminal Justice degree program concentrates on the hiring, promoting, and administrative discipline found in a Sheriff's Office? I don't know. I am just asking a question.
