Candidates spar over conservative credentials in Collin County judge race

John Muns is running for the top office in Collin County government, so don't call him a moderate.

"I am a conservative Republican," Muns said at a candidate forum Thursday. "I've always been a conservative Republican. I believe in low taxes, fiscal responsibility, transparency and limited government."

Muns is trying to unseat Collin County Judge Keith Self, who says he's the real conservative in the March 2 Republican primary.

"There's a stark difference," Self said at the forum, sponsored by several local Tea Party chapters.

Self and Muns, political veterans with die-hard supporters, are each trying to win over party loyalists by touting their conservative credentials.

Self, a retired Army officer who is seeking a second term, said he's shown he's a fiscal conservative by helping to lower the county tax rate and slow the growth of county spending.

"Four years ago, I said I would stand with the taxpayers, and I did," said Self, who as county judge heads the Commissioners Court that approves the county budget and tax rate.

Muns, who has served on the Plano school board for 17 years, counters that the county budget has "been cut to the bone."

He said spending has been slowed at the expense of adding courts and sheriff's deputies, which he said are desperately needed.

"We must be proactive in keeping up with resources for law enforcement and the courts to keep our neighborhoods safe," Muns said.

The winner faces Democrat David Smith in the November general election. But a Democrat hasn't held Collin County office in more than 20 years, so the stakes are elevated in the March primary.

Both of the Republican candidates have lined up heavyweight endorsements. Self is being backed by local state Reps. Jodie Laubenberg, Jerry Madden and Ken Paxton. He also has the endorsement of the Collin County Association of Realtors.

Muns, by comparison, has been endorsed by the Real Estate Council, which represents Dallas-area commercial real estate companies. He also is supported by former Collin County Commissioner Phyllis Cole and former Plano Mayor Pat Evans.

Ties to Plano

Muns, a real estate developer, has strong ties to Plano. He graduated from Plano Senior High School in 1978 and has served on the Plano Economic Development Board and the Plano Symphony Orchestra board.

Muns' father, James Muns, was Plano mayor from 1992 to 1996. His mother, Betty Muns, serves on the Arts of Collin County Commission.

Muns said he would work more closely with local mayors. Some were angered by Self's opposition to a 2007 county bond proposal that included money for city projects, he said. Voters overwhelmingly approved the $328.9 million bond program.

"We must be better partners with city, regional and state leaders," Muns said.

He said the county should work with cities to attract businesses to the area.

"We have to be proactive and give businesses incentives to come to Collin County," Muns said.

Self, however, said keeping the county tax rate low is the best way to draw and keep businesses.

"It's been proven again and again and again that business goes where it is welcome and stays where it is welcome," he said.

Self lives in McKinney. He moved to the county in 2000 after retiring from a 25-year career in the Army. He's a graduate of the United States Military Academy and was a Green Beret and a Ranger.

He serves on the boards of the Samaritan Inn homeless shelter and the Prestonwood Pregnancy Center.

The article failed to mention that Self wasted taxpayer money on a bogus lawsuit against the county auditor. Self also authorized luxurious junkets by county officials, including himself, on the taxpayer's dime (see above link). You can't honestly claim to be a fiscal conservative when you waste money like this.

Since we're discussing leadership and making decisions that will impact the county (i.e. transportation, sheriffs, etc.), it is important to note that Muns, as a PISD Trustee, was one of those responsible for the federal lawsuit that was brought against Plano ISD in 2004. School officials told a 9-yr. old boy that he couldn't hand out Christian-themed candy canes to his classmates at Christmas, which is a clear violation of free speech.

John Muns Was on the school board when the policy was changed to allow this speech.

I wish that Mr. Self and his minions would have the courage to say directly that they believe that they are better Christians instead of relying on innuendo, half truths and outright lies to make their point. Does anyone remember scribes and pharisees from the Bible?

The above article states, "Muns, who has served on the Plano school board for 17 years..." and this happened in 2004. Please post the dates of service for Muns on PISD.

By the way - I'm not a better Christian than anyone - and I'm not a "Self minion". Just concerned about Muns and his ability to lead our county. Good grief, he wants to take credit for Robin Hood... listen to his speech that's posted on this site.

If you want to get in a battle about candy canes and freedom of speech - Self needs to explain why he insisted on closed session "exec meetings" when discussing his policies to prevent the collin county auditor from auditing the collin county books.

Also, Muns is a business owner and has had private sector jobs. Self has NEVER had a civilian job - his income has been from you and me. He has no idea what it is like to personally pay salaries and make a business successful and pay for kids to go to college - ZERO EXPERIENCE. True conservatives encourage capitalism and competition - a game that Self doesn't know how to play. Why don't the tea party people ever address this?

I will aslo say that the Candy Cane suit was upheld correctly. I am all for free speech, but during the classroom time, just sit there, be engaged, ask questions and learn. After school or before school (on campus), pass out what you would like obviously as long as it's not profane).

I always wanted to ask the candy cane supporters how they would feel if their 2nd grader came home with a pencil a classmate gave them during math class that had an arabic inscription from the Koran on it. Free speech right? If you can pass one out with bible verses on it, why shouldn't they be able to pass one out with verses from the Koran. DOn't you see why school is a plce to learn and not a place for this stuff.

And also Candy Canes Anyone, shame on you for your blatent misinformation. John was not on the board when that suit was filed. You must be a Keith gotv chronie, but at least talk about facts. I'll give you an example, Keith's use of hundreds of thousands of taxpayer dollars to litigate his mismangement.

I believe Judge Self was working for a defense contractor when he was elected.

To the best of my recollection that was the only private sector job he listed on his resume.

PLANO, Texas — Last year, school officials told 9-year-old Jonathan Morgan he couldn't give classmates Christian-themed candy canes at his elementary school´s "winter break" party.

Muns own website says that he's served from 1993-Present.

Please explain.

Regarding your question: If my kid comes home with something a friend gave him - and I don't want him to have it, I take it away and explain why to my child.

concerned taxpayer: yes, I do realize that Muns was on the PISD board when the policy was changed to allow the the speech... but it was changed because of COURT ORDER (which, by the way, was an enormous expense to PISD taxpayers). Good grief, it's not like he changed the policy because he realized that it was a free speech issue on his own... give me a break!

Can someone please explain to me how someone can graduate from West Point, spend 25 years in the US Army and only gain the rank of Lt. Colonel? In that amount of time that person should have had at least one star if not two. I just don't get it.

Best said by John Carona in Austin as Self screams at the rain chanting about taxes when he misses the point-- "Judge, we would welcome your help, but thus far we haven't seen any of it. The only thing I've seen so far is a series of emails you've sent out to the various anti-tax groups like yourself. But we would welcome your constructive input."

"But given the fact that overwhelmingly the cities in your county support this, it seems to me that you do a disservice to the community by sending out the missives you've sent out before you even knew or understood what the bill said."

I realize that both Judge Self's and Mr. Mun's supporters are passionate in their support. However I want to remind both sides that you'll do your candidate more good by discussing the issues than you will in insulting opponents.

This conversation is degenerating into name calling. Let all please try to raise the level of discussion. I will not accept any more comments on this thread that denigrate any candidate.

Candy Canes Anyone-Muns had nothing to do with the candy cane incident. He didn't tell anyone they couldn't pass out candy canes. And he certainly didn't ask an 8-year old to be a plaintiff in a lawsuit against PISD. As a trustee he modified the policy to comply with the law. What else was he supposed to do? Do you even know what the duties of a Trustee are? He isn't 'taking credit' for Robin Hood (which was passed by the state legislature not PISD). He is saying that despite Robin Hood he has worked to maintain the high quality of Plano schools. That is what you can call an accomplishment. I see you have no defense of Self wasting taxpayer dollars on luxury trips for county officials. If this is the best you can do against Muns he is far more qualified than I thought.

What is disturbing to me is that the level of the debate is so low. Collin County is facing HUGE issues of mobility, air quality, quality of life, and of adapting to high growth in some areas and maturation in others.

We could be talking about financing roads vs mass transit, indigent health care, attracting jobs to the county, controlling the spread of special taxing districts, etc., etc., etc.

Instead, the debate focuses on candy canes and a trip to Vegas. On who is the rightest conservative, the christianist Christian.

I think it a sad commentary on our local political scene that political debate wallows in the muck of sloganeering and innuendo.

I call on both candidates to raise up the quality of the debate to those issues that will affect the lives of our citizens over the next 4 years.

Meanwhile I'll do my part. The Collin County Observer will not print any more of these back-and-forth candy cane vs Vegas comments.

I think when you look at the issues Bill, you have to first look at an incumbent. As in any race, the incumbant has the electorate edge, but also has a record on the specific issues. In this case, John has a record, but not specific to be the CC Judge. Keith does have a record to judge and if we are going to look at the issues you presented, which I believe are the pressing issues for our county ("financing roads vs mass transit, indigent health care, attracting jobs to the county, controlling the spread of special taxing districts"), you have to ask yourself where Keith grades on this scale. The camapign problem Keith will have is that when it comes to those issues, he's completely dropped the ball. But hey, at least 10 years from now Keith will be able to stand on run down roads...oh, of course, 'with the taxpayer'.

The Collin County Observer

It is my hope that this forum will serve as an acute observer of Collin County government, leading to the return of the county to those it is supposed to serve.

I will post my opinions, fair analysis, news clippings that are relevant to local issues, and your comments.
