Judge Greg Willis announces for DA race

Judge Greg Willis Resigns Judgeship, Announces Candidacy For Collin County District Attorney

McKinney, Texas, October 12, 2009 – Surrounded by family and supporters on the Collin County Courthouse steps, Republican Greg Willis announced today his campaign for Collin County District Attorney. The County Court at Law Judge resigned his bench and is seeking to fill the seat of current District Attorney John Roach, who recently announced that he was not seeking re-election.

In his announcement, Willis outlined his plans to “aggressively prosecute crimes against children, sexual and domestic assaults, and drunk driving.”

“My experience as a private practice attorney, as well as a Collin County prosecutor and then judge, provide me with the background to serve in an effective and efficient manner from day one,” said Willis, who was twice listed as a Texas Monthly SuperLawyer®. “Now I ask the citizens of Collin County to give me the opportunity to build on the strong foundation established by John Roach and his high-caliber staff. It will be my goal to serve as Collin County District Attorney with the utmost personal and professional integrity.”

“I’ve seen the devastation wrought by those who prey upon our children and our elderly, by those who assault our sisters and our mothers. I’ve seen the senselessness of innocent victims who’ve been maimed or killed by those who refuse to drink responsibly,” Willis continued. “I ask that you give me the chance to lead the fight to keep our families safe, our neighborhoods secure, and our sense of justice intact.”

Joining Willis for the announcement, and offering their public endorsements, were State Representatives Jodie Laubenberg and Ken Paxton and County Commissioner Joe Jaynes.

Willis has also earned the endorsement of numerous mayors from across the county, including Brian Loughmiller of McKinney, Steve Terrell of Allen, Maher Maso of Frisco, Eric Hogue of Wylie, Charles Niswanger of Prosper, Don Smith of Farmersville, Bill Carmickle of Lucas, Jim Lewis of Celina, Joe Cordina of Parker, Reed Greer of Melissa, Johnny Hamm of New Hope, Norma Martin of Lavon, and Johnny Stevenson of Nevada. All four elected Collin County Constables, Paul Elkins, Joe Barton, Johnny Todd, and Chuck Presley have also endorsed Willis.

“I have known Greg Willis for over twenty-five years. He is a true conservative, an excellent judge and attorney, and a dedicated husband and father,” says Representative Paxton. “Collin County taxpayers would be well-served to have Greg Willis as their District Attorney.”

Willis commented, “I’m honored to have earned so many key endorsements in the beginning days of our campaign, and look forward to building an even stronger campaign organization in the weeks ahead.”

Greg Willis was first appointed judge of the Collin County Court at Law #6 in 2005 and was elected for a full term in 2006. In April 2009, Judge Willis was awarded the Patriot Award by the Employers Support for the Guard and Reserve (ESGR), a Department of Defense organization that promotes a culture of employers who support and value the military service of their employees.

Before his appointment as judge, Willis was in private practice with his wife, Jill, at The Willis Law Firm in Plano. He handled primarily criminal, employment, and family matters. Prior to opening The Willis Law Firm, Willis served four years as a misdemeanor and felony prosecutor for the Collin County Criminal District Attorney. Before that, Willis practiced employment law in the Dallas offices of Haynes & Boone, L.L.P., and Jones, Day, Reavis & Pogue, L.L.P.

Willis, a 1991 graduate of the University of Virginia School of Law, and an honors graduate of Baylor University, served as President of the Collin County Bar Association (2001-2002), and was named a Texas SuperLawyer® 2004 and 2005 (Texas Monthly). He is a Life Fellow of the Texas Bar Foundation.

Willis and his wife, Jill, live in Allen with their son and daughter. He is a charter member of the Allen Sunrise Rotary Club and previously served on the Leadership Allen Alumni Board. The Willis family is active at Chase Oaks Church in Plano.

Regarding Judge Willis’ announcement to run for Collin County DA, I was dismayed to read the following rhetoric:

While I am not at all saying Judge Willis would not make a good DA, ( actually my opinion is he’d make a fine DA) this statement should concern all citizens in our county. It is absolutely “Roach - esque” in it’s nature in that the primary objective seems to be Convictions.

The role and duty of a DA or ADA, by law, “ is not to seek convictions.”

It is first and foremost (and again by law) “to see that Justice is done”.

John Roach for years has motivated his underlings first and foremost to seek convictions, in my opinion. It is long past time for Mr. Roach to have left and his retirement is truly welcomed.

Throughout Texas we are seeing case after case of sloppy, non-existent or outright illegal police work, prosecutorial misconduct and even judicial misconduct as a result of this convict at all costs mindset.

In the encouraged rush to judgment atmosphere we are reaping the “rewards” of finding out that innocent men and women have been jailed for decades and innocent people have been executed for crimes they did not commit.

While it’s great to be “tough on crime” where real and serious crimes do exist – let’s hope the candidates for Collin County DA will focus on their primary objective first and foremost. And that my friends, is to assure Justice (not convictions) is served well.

Dear Anon: This ain't Dallas and your not John Roach. Do not put the hard working men and women of the Collin County District Attorney's Office in the the same context as "Throughout Texas we are seeing case after case of sloppy, non-existent or outright illegal police work, proecutorial misconduct and even judicial misconduct as a result of this convict at all costs mindset." The men and women in this Office work long hours to gather facts that will convict. What you see throughout Texas is NOT what you see in Collin County. I am very proud of these honorable men and women that stand up in court everyday and say "Your Honor the State is ready." The Defendant's Attorney and the State are held to the same guidlines, so the Defendant's Attorney should be held accountable for the Defendant's conviction or here is a stretch, let the Defendant be accountable.

Such a saddening comment. This must mean that no one cares about those who prey on our brothers, fathers, and sons. They must be presumed to be guilty. This in America.

This is not the job of the District Attorney. The job of the District Attorney is to find justice, not find people guilty, nor to look for reasons to invade our families. I just have to wonder who is running this person's campaign since he or she seems so out of touch with many of the voters. For many, if not most, being conservative does not means trying to find as many people guilty as possible. I can just hear Jesus now. "Oh, you hypocrits, oh you den of vypers!"

Unbelievably I happened to already know that.

I never said a word about Dallas. I spoke specifically about John Roach and his minions of ADA’s and Collin County.

Their mindsets are absolutely contemptible as I have scene firsthand for many, many years at the courthouse.

As you said yourself, when you made your Freudian Slip:

Exactly right, and that is exactly the problem.

Texas statutes, as well as in most if not all other state, proclaim clearly that the job of the DA’s and ADA’s is specifically “NOT to seek convictions, But to see that JUSTICE is done. “

Those two missions (your stated mission v. the law and common American sense) are two totally different things.

Your own statements are absolutely on my point and damning of yours.

Perhaps we should start listing some of the shining Collin County examples of wrongly arrested and/or convicted Collin County citizen’s who were and continue to be harmed by “case after case of sloppy, non-existent or outright illegal police work, prosecutorial misconduct and even judicial misconduct as a result of this convict at all costs mindset? “ that have occurred during Roach’s misguided and egotistical reign?

You need to study the law and American legal tradition and check yourself and your conscience.

Pay attention to those things instead of the bonuses and assured lackey tenure of being a convict at all costs lapdog.

Justice is the examination of ALL of the facts and the pursuit of the CORRECT outcome for the citizenry. The Roach office has spent hundreds of thousands of dollars trying to trump up charges against people while ignoring their duty to pursue just and correct rulings. It is time that the citizens of Collin County stop letting overzealous prosecutors and investigators abuse the laws and pursue witch-hunts for their own political and personal gain.

I suggest you read section 2.01 "Duty’s Of The District Attorney" from the Texas Code.

Really? It’s that simplistic, in your view?

That is only true when and if those "facts" are not twisted and ALL the facts both exculpatory and otherwise are brought before a jury. ( And then it's still a crap shoot, depending on the intelligence and bias of the seated jury. )

Ubiquitous fact sharing does not happen by the design of the Collin County Prosecutors office.

If you are in the legal profession in Collin County (doubtful) then you will have seen decades of "selective evidence presentation" , falsified statements & police perjury, and prosecutorial misconduct in both the old and new courthouses.

There is very little to do with justice when the playing field is purposely made unlevel and the good old boy guard continues to be spineless fear mongers.

Good Riddance to John Roach - he's a right wing convict at all cost guy ( and I'm a Christian Conservative !) who has wreaked havoc, along with his minions, among the cause of Justice in Collin County for too many years.

Every time you see someone running for office by pandering to unfounded fears with the maxim of "Being Tough On Crime" particularly in Collin County where violent crime is virtually non-existent as compared to the population size, remember this:

The gold standard of American jurisprudence is being "Tough In Assuring Justice Is Fairly And Accurately Done".

Nowhere does the law, nor our traditions, hold that the goal is to "gather facts from which to convict people".

The very fact that you wrote that garbage shows how little you understand about being an American, the intent of our legal system and our centuries old, hard fought for traditions.

Feel free to show us where it says that.... and good luck in finding such a citation.

Well. Will Wonders Never Cease?

The CC DA's Office after having been exposed spot on for so long for their "convict at all cost, carve another notch on your belt" standard operating procedure has undertook a little PR clean up on their webpage after all.

DA office watchers would do well to compare the current webpage to past years' versions under DA Roach.

At least from a PR standpoint their mission statement now actually recognizes the language of the law codified in section 2.01, and their site has a new "Johnny Come Lately" Header:

"Securing Justice For All"

This, after decades of literally stating convictions were their goal with little if any meaningful contextual mention of the word “justice”.

Oh, if only words still held the dear fullness and import of their meanings of the decades and centuries past!

The current web header is reminiscent of the old ads for Cool brand menthol cigarettes being touted as "healthy and invigorating".

Good PR? Perhaps. Or maybe unseemly.

Nothing farther from the deadly truth? Absolutely!

You can paint over a zebra's stripes - but it's still a zebra.

And, the CC DA's office is still perniciously pervaded with the same "convict at all cost" mission statement and internal employee reward system which buoys it.

Ever notice how truly talented attorneys only do "stints" within a DA's office for the résumé experience? And then go out on their own to become meaningfully successful?

There's a reason for that truism – just as there is a reason that some attorney's can only make a living within the bureaucracy and politically tainted ether of the DA's office.

For certain, there are some notable exceptions to this well recognized phenomenon and no disrespect is meant to those few.

DA Craig Watkins, despite his few teeth cutting foibles, rushes to mind...

Greg Willis will make a great DA. John Roach knows that, and his big, huge ego won't let him accept that someone is going to replace him who will be better. Roach can't stand it. Now he's trying to muddy the waters by conducting a grand jury investigation against Willis while supporting Willis' political rivals. How crooked. What a sad legacy that Roach is leaving behind.

The Collin County Observer

It is my hope that this forum will serve as an acute observer of Collin County government, leading to the return of the county to those it is supposed to serve.

I will post my opinions, fair analysis, news clippings that are relevant to local issues, and your comments.
