It's been three years since I started my campaign to convince Collin County to reform the way treats its most needy citizens. Finally last year, the Commissioners Court appointed a task force to examine the healthcare needs of the poor in the county.

Friday, the task force released a preliminary report. Its number one recommendation called for "Leadership". Calling on the Commissioners to assume a leadership role in addressing the needs of the indigent, the task force has echoed my call for a real change in leadership in Collin County. In my talks with voters all over the County, I have stressed that Jerry Hoagland has failed our families by refusing to consider indigent healthcare a priority.

Instead, "Boss" Hoagland, a 30-year professional politician, has insisted that tax money be spent on his salary and perks, while offering the observation that poverty was simply a "lifestyle choice".

In yesterday's Dallas Morning News, Hoagland is reported to have said that he wants a referendum on using tax money for healthcare.

Commissioner Hoagland, I would agree with you, but ONLY if the voters are allowed to vote in a referendum on your taxpayer paid $11,400 reelection bonus. While we're at it, let's let our citizens vote on your $87,000 salary, your $9,100 car allowance, or your travel expense account. (Talk about lifestyle choices!).

And since we are practicing this new democracy, why not let us vote on the insane tolls proposed for Highway 121.

The task force is right! We need leadership.

Please help me in my campaign to evict the professional politicians and to restore real leadership to the Collin County Commissioners Court.

In its draft report, the indigent care task force made 5 recommendations:

1. Leadership
2. Expand base of input
3. Expand services
4. Increase revenue.
5. Financial independence.

During the next few weeks, I will share with you my thoughts on these issues.

Collin County clinics struggle for funding
Task force reports poor's medical needs not being met

... A report issued Friday recommends that Collin County commissioners more than triple their funding of nonprofit clinics that care for uninsured patients. The county currently provides about $200,000 in grants...

Commissioners had mixed reactions Friday to the 11-page report, which will be presented at a public hearing June 21. The task force will approve the report and present it to commissioners for action.

"I think they made some good recommendations," Commissioner Joe Jaynes said. "I think you'll see us take pretty prompt action on it."

Commissioner Jack Hatchell said he didn't think commissioners would adopt all of the recommendations. He said he needed to learn more about some of the suggestions, but he didn't think any were far off the mark. "I think it's reasonable," Mr. Hatchell said.

However, Commissioner Jerry Hoagland was less impressed. He said he may not support any additional funding for indigent health care.

"It's not a burning issue in my district," said Mr. Hoagland, who represents east Plano, Murphy and Wylie.

...In addition to direct spending, the county awarded $194,000 in grants this year to nine nonprofit clinics.

To qualify for care at the county-run clinic, a single patient can't earn more than $4,900 a year. That represents 50 percent of the federal poverty level.

...The task force report recommends that commissioners allocate half of 1 percent of the $150 million general fund budget for indigent health care. That money would flow into the trust fund for health-care services.

Some commissioners are reluctant to use property tax revenue, which supports the general fund, on indigent health care. Instead, some would rather use only the money in the trust fund....

Mr. Hoagland said he would like a referendum on the use of general fund money on indigent health care.

"I don't think the public would support it," he said.

He said he's upset that clinics that receive county grants do not require patients to be U.S. citizens. He would like that requirement to be a condition for receiving county funding.

By law, county-run clinics cannot treat illegal immigrants.

Mr. Hatchell and Mr. Jaynes said they didn't want to restrict private clinics from treating illegal immigrants.

"They're here," Mr. Jaynes said. "If we don't treat them, society as a whole is getting sicker."

This Saturday, June 17 from 10:00 AM-1:00 PM and Sunday, June 18 from 2:00 PM-7:00 PM in Wylie. We'll meet at my home at 505 Rustic Place in Wylie.

We need volunteers to walk, to call volunteers and to organize teams of blockwalkers. Everyone's invited to join us in our campaign to break the Republican stranglehold on our county.
