FROM BILL - Where's Jerry?

Jerry Hoagland justifies his exorbitant taxpayer-supported salary and perks by insisting that being a County Commissioner is more than a full-time job. So I was surprised last Thursday night when I attended the Collin County Mobility Forum and there was only one commissioner there.

The Commissioners Court called for a public hearing to get citizen input into updating the county's highway and transportation plan through 2036. As anyone who drives on Central Expressway, SH 121, SH 78, SH 289 or many of our major roads knows, transportation is a major issue. Traffic jams and air pollution are threatening to kill the growth we have so far enjoyed. About 45 citizens showed up - the consultants showed up - but where were our commissioners? Maybe they were too tired from all the work they do to bother listening to their citizens.

Maybe they get tired of hearing their citizens complaining about them looking foolish scrambling around in emergency sessions to vote for a Robin Hood plan for SH 121. Maybe they didn't want to hear about the hour long commutes on 289. Maybe they don't want to hear anything more about their lack of planning to provide public transportation, or about the smog that has our kids gasping with asthma. Maybe we need new leadership!

Two weeks ago, the Collin County Deputy Sheriffs Association held a candidates' forum. Again Jerry was a "no show". He wasn't willing to listen to the concerns of our law enforcement personnel. This Wednesday, the AARP's forum will held. Will Jerry show?

I believe that you can not be an effective leader unless you are willing to be a listener. As your next commissioner, I will listen - I will be available. I will talk with and listen to ALL the members of our community, not just the ones that agree with me.

You have a clear choice in November, and with your help, we can carry my message of change to all our voters. Please join me. Help me change the way Collin county does business....it's time for a change!

Forum should have included all candidates

When he won his first office at the age of 18 in 1990 and became the world's youngest elected judge, Plano Justice of the Peace John E. Payton set a wonderful example for youth. He showed the kind of political determination, effort and commitment that all of us of any age can admire. Payton brought to the political scene a refreshing, surprising and even inspiring example of leadership and dedication, and he has generally continued in that direction since.

Though not especially innovative in national terms, his teen court, in which youth judge each other, appears to have been a success. This year, teen court branched out a bit by deciding to hold a Collin County candidates' forum that Payton said would "expose youth to the political process" by hearing candidates "comment on how their offices impact the youth."

This was a wonderful idea, but it fell apart in the execution -- and some uninvited candidates were, rightfully, quick to point that out.

Payton said that only those candidates in contested races were invited to participate in the Feb. 4 event at Plano Municipal Center. Not only was this restriction itself sort of silly, but Payton's own organizational procedures were inconsistent. A county commissioner who has no declared opponent in the March 7 Republican primary, for example, was invited. Payton himself has no primary opposition. So, should he have left himself off of the guest list? Democrats, opposed or not, appear to have been omitted from the event altogether.

In short, this was an instance -- not uncommon in politics -- of a good idea gone bad.

The inconsistency in applying the rules, coupled with restriction to one party's participants, gave this event not so much the appearance of a forum as of a gathering of the party faithful. And a judge, of all people, should be able to understand the unfairness of that. If Payton wants to participate in Republican Party activities, this it is his prerogative. But the office of a justice of the peace is not a get-out-the-vote platform. It must remain strictly bipartisan in its administration, and any activities conducted under its aegis -- which is where teen court falls -- must adhere to that very same standard.

Anything less sets an unacceptable example for youth.
